Outgoing Insurance Commissioner, Would-Be Replacement at Odds Over Rate Hearing

TULSA, OK (Sept. 11, 2026) โ€” Outgoing Insurance Commissioner Glen Mulready is at odds with Bob Sullivan, the Republican nominee and leading candidate for the job. The two Republicans are battling over a key hearing that could determine whether homeowners insurance premiums get cheaper for Oklahoma families.

Mulready initially refused to conduct a hearing at all, then recently filed a motion to prevent Sullivan from participating in the scheduled hearing. In response, Sullivan submitted a pair of filings today that seek to maintain his role and disqualify Mulready for demonstrated political bias and a clear conflict of interest.

Sullivan’s motion points out that it was he who first requested the rate hearing. Sullivan hand-delivered a request this spring, several weeks prior to Mulready calling for the hearing.

“The Commissioner told the public that anyone with an interest in this question could participate by filing an entry of appearance,” states the motion. “Mr. Sullivan had already asked him to hold the hearing.”

In addition to arguing that he should remain as a participant in the hearing, Sullivan filed an affidavit seeking to disqualify Mulready and his hand-picked hearing officer.

The affidavit details Mulready’s well-documented support of a different candidate in the recent Republican primary and runoff elections, including a Facebook post by Mulready on the day of the primary election: “I encourage you to vote for Marty Quinn. He has the most experience of all the candidates, has served in management (the Insurance Dept has 125 employees), chaired the Senate Insurance Committee so is very familiar with the legislative process AND he is a man with a lot of character and integrity.” Additionally, the affidavit states that Mulready hosted a fundraiser for his preferred candidate during the runoff election period.

While the affidavit notes that Mulready certainly has a right to support the candidate of his choosing, it describes how this is grounds for disqualification under the law.

“But [Mulready] is also the officer who would ordinarily decide this affidavit under 75 O.S. ยง 316, whose Department is a party opposite Mr. Sullivan, whose Department has moved to remove Mr. Sullivan from the proceeding, and who is now an anticipated witness for that Department,” the affidavit explains. “A decision-maker who campaigned publicly, and solicited contributions, against the man whose demand he had denied โ€” and who now appears before him โ€” cannot be regarded as indifferent to that man’s fate in this proceeding.”

Sullivan said he is disappointed with Mulready’s attempt to prevent him from participating in the hearing.

“Commissioner Mulready has done nothing to prevent the largest homeowners insurance rate increases in decades, and now Oklahoma families are forced to pay the highest premiums in the entire country,” Sullivan said. “I am running for Insurance Commissioner to fix this costly problem. I’m disappointed that Commissioner Mulready wants to keep playing politics instead of working together for the benefit of every Oklahoma ratepayer, but I won’t stop fighting to make homeowners insurance more affordable.”

Mulready is approaching the end of his final term in office, leaving Oklahoma ratepayers with the unwelcome distinction of paying the highest home insurance premiums in the country. Critics fault Mulready for a soft approach to regulating insurance companies because he never opposed a single rate increase.

The hearing currently is scheduled for October 26. To read the full affidavit and Sullivan’s response click here.
